Forest Protection and Management Planning project in Carmen, Baguio District
The Forest Protection and Management (FPM) Project of EGIP Foundation is being implemented with the Obu-Manuvu Indigenous Cultural Community (ICC) at Barangay Carmen, Baguio District, Davao City. The Project site is within the ancestral domain of the Obu-Manuvu-cultural communities under CADT No. R11-DAV-1108-091. This portion of the AD includes a large parcel of “unprotected” mid- and high-elevation forests, which represent one of the few remaining watersheds of Davao City.
Since the signing into law of the Indigenous Peoples Rights Act (IPRA Law) in 1997, the role of Indigenous Peoples (IPs) in the management of the country’s natural resources has been given the attention it rightfully deserves. These responsibilities as well as their development initiatives should be embodied in their Ancestral Domain Sustainable Development and Protection Plan (ADSDPP).
As a result of the IPRA Law, the Philippine government has restored the ownership by IPs of their ancestral estate, including deciding how to manage the resources therein. This shift from a government-led (“top-down”) approach to resource management to a participatory, community-based strategy requires investments to build the capacities of our rural ICCs.
The forest is the life blood of the Indigenous Obu Manuvus’ livelihood and culture. If the forest is lost, their way of life and their aspirations for the future will be lost as well. To start addressing this need, the FPMProject is implemented in Barangay Carmen, Baguio District, Davao City. The whole Obu-Manuvu A Dencompasses about 35000 hectares (ha) of forest, bush lands and agriculture lands. The Carmen part of the domain (or Carmen Claim) covers about 3400 HAs or 10 % of the whole domain. The Project aims at assisting the ICC Carmen in managing their natural resources by helping them develop and implement a Forest Protection Management Plan (FPMP), complemented with a Sustainable Livelihoods Plan (SLP).
The Forest Protection and Management Planning exercise was launched September 7, 2011. A total of 47 families attended including non-IP households. The activity consisted of a list of planning activities and workshops attended by representatives of different social groups in the community.
